The -NH2 group in aniline is strong activating group. If we proceed with only Br2 water and the catalyst , the product we will obtain is 2,4,5-Tribromoaniline instead of a mono substituted product.
The glacial acetic acid reacts with -NH2 group of aniline to form a complex which helps to reduce its reactivity through resonance.
