why we use to tell 1to9 as natural number set and 0to9 as a whole set?

natural nos. ain't from 1 to 9, they are from 1 to positive infinity.

natural number means : the number which we are count. so normally 'we can't count '0' so natural numbers are start from 1 ,2,.......
whole number: when a exmpty place or empty anything we count (lets) the mathimatical value of empty is 0. so old scientiest r add it as a numbers .. there is a also another logick that 0 is a numbers which er can count but 0 makes new numbers like 10, 20 .. so take 0. as a whole numbers series. ..
