Why we used same restriction enzyme for plasmid and DNA?

it's a rule. if we use diff res. enzyme process will not takes place. because our DNA has complementary double strand, so if we cut one site in DNA strand means we should need to attach the other complementary strand from plasmid.so it is possible when we use the same res enzyme.
