1) After the revolution people started migrating to London. But factory or workshop owners did not provide housing to the migrant workers.

2) individual landlords put up unsafe tenements for them.

3) Charles Booth a Liverpool shipowner conducted a survey regarding the low skilled London workers in the East End of London. The result was that 1/5th of London's population was very poor and expected to live upto an average of 29, in comparison to the age expectancy of 55 among the gentry and middle-class. He concluded that atleast 400,000 rooms had to be built for the poorest citizens.

1)They demanded that the slums should be cleared away but later supported the need to build houses for the poor because of following reasons

1) overcrowded
2) badly ventilated
3) lacked sanitation

2)The poor housing created a fear about fire hazards.

3)There was a fear of social disorder, after the Russian Revolution.
