There were several reasons that the Britishers were against the shifting or Jhum cultivation. It was difficult for them(Britishers) to control the cultivators who performed the shifting cultivation. They regarded this form of cultivation Harmful to the forest as they wanted timber for the railway. For this reason, they banned this cultivation and classified these forests as reserved forests. They wanted the tribes to settle down to gain control over them and to fix the revenue for the state.
