Carthage and Rome were in a long power struggle. There could not be two superpowers (so to speak) in the same region. Their geographic closeness and growing influence meant that they had to go to war to settle the matter of dominance over the Mediterranean. But as the dates given by you indicate, the wars stretched out a bit :P
