Yes, we can say that complaints against the democracy is a sure sign of it's success as,

In any other form of government, there is no scope of putting forth our views or expressing ourselves
In any other form of government, there are strict laws against the criticism of that particular form of government, talking ill about the government is strictly prohibited.
There is no room to correct mistakes in any other form of government, for example if the citizens of a country, pass a referendum for a particular Army General, agreeing or allowing him to dictate over the citizens, they do not have a chance after a while to change their answers or remove him from power.
Democracy actually enhances the dignity of the citizens by allowing them the right to vote for their leaders.
Democracy promotes equality among all the citizens.

Thus in this way, we can say that complaints against the democracy is a sure sign of it's success.
