All the elected Indian members in the Imperial Legislative Council vehemently opposed the Act.

Srinivasha Sastri warned that the measure would hurt the good as well as the bad. The press was highly critical, calling it a 'gigantic blunder'. To Gandhiji the Rowlatt Act was unacceptable.

He started organising people for a greater movement until the Act was renounced. An all India Hartal was observed. It was to work as the beginning of the Rowlatt Satyagraha.

The Rowlatt Act was detrimental to Indians because it was passed despite the opposition from Indians. It was passed in March 1919. This act authorised the government to imprison any person without trial and convict him in court. Gandhiji started 'Satyagraha' as a challenge to the government. Satyagraha was used to oppose the Rowlatt Act in Punjab province. Many innocent people lost their lives in the Jallianwala Bagh Massacre. Indians oppose such a massacre. Rabindranath Tagore surrendered the honour 'Sir' which was conferred upon him by the British government. Mahatma Gandhi told that one should not co-operate with a government which behaves like a devil which led to the Non-Cooperation Movement.
