The industrial development in Kanpur was far lesser than Bombay Calcutta Madras etc. What took place was because the city served as a distribution center, which later graduated to having industries like textiles. It sits in the middle of a large population state/province, it had an entrepreneur class of people who had wealth to invest.
This creates a virtuous cycle of growth. One of the IITs got set up there. There were already some prestigious institutes like HBTI and more.
Kanpur, and UP, got left behind when the quality of entrepreneurs deteriorated, and the ambitious ones migrated to Calcutta and Bombay. The JK Singhanias, Jaipurias, and others went away. A lot of companies - BIC, Lal Imli, Cawnpore Sugar, and others got abandoned and were nationalized when they became sick.
