In the Zabt system, each province was divided into revenue circle with its own schedules of revenue rates for individual crop. This system was prevalent in areas where the Mughals could carry out land survey and keep careful accounts. Bengal and Gujarat were kept out of it.

Zabti or DAHSALA system was started by Todarmal under Sher Shah Suri initially later on Mogul rose to power Todarmal introduced it under Mogul ruler Akbar (1580).
earlier the system has some flaws which will rectify during Mogul era and this system was implemented from Allahabad to Lahore and In the provinces of Malwa and Gujarat
it was very effective calculation based on the average of last 10 years
In Bengal Akbar introduced Nasaq system in which revenue was calculated on the basis of last year yield of crop.
So depending upon the geographical conditions revenue systems were different in different areas.
