Hunter-Gatherers still had to go around hunting and foraging for food which meant that most of their time was taken by having to look for food. As a result they did not have the time to do much else.
Permanent settlements on the other hand had learnt how to farm and this led to them having food that they did not have to go around searching for as well as freeing more people of food labor because farming provided enough food to feed many.
This gave them more time to do other things such as becoming artisans which enabled their societies to develop technology and techniques that made them more advanced.
