India had to wait till 1986 when the then chief justice P.N Bhagwati introduced public interest litigation ( PIL ) to the Indian judicial system.

The mid 1990s PILs had transformed the legal landscape with a flurry f high profile cases.

In Indian law, PIL means litigation for the protection of public interest. It is litigation introduced in a court of law not by the aggrieved party but by the court itself or by any other private party. ... Public Interest Litigation empowers the public promoting judicial activism.
