Why were separate electorates for Muslims implemented since 1909

In 1909 the Islam leader Mommud Ali Jinnah forced for the seperate electorates for the Muslims but Indian national Congress didn't obeyed it but,British implemented seperate electorates in the Indian of divide and rule
