In November 1930, the British government called a conference in London to discuss the reforms proposed by the Simon Commission. This was the first round table conference. The Congress boycotted it. Only the Muslim league, the Hindu Mahasabha and the representatives of the Indian princes participated. Without the participation of the Congress, no decision on constitutional changes could be taken. Thus , the conference was a failure.
In September 1931 , M. K. Gandhi went to London for another conference. This was the second round table conference. The British authorities were keen for the participation of the Congress as they didn't want this conference also to be a failure like the previous one in 1930 but situations didn't turn out as per the British expected. The government refused to accept the demands put up by Gandhiji and this conference also ended as a failure.
