(i) The constitution makers were worried that in an open electoral competition, certain weaker sections may not stand a good chance to get elected to the Lok Sabha and to the State Legislative Assemblies.
(ii) They may not have the required resources, education and contacts to contest and win elections against others.
a. The makers of the constitution feel that the weaker section such as Scheduled caste and Scheduled tribes may not be able to contest and win elections against others due to as mentioned below:-
1. They were poor.
2. They were illiterate.
3. They have been discriminated in the past.
4. Without their representation, parliament and assemblies would become less representative and democratic.
b. To solve the above mentioned problem they took the steps as given below:-
1. They adopted a system of reserved constituencies.
2. Some constituencies only people belonging to SCs and STs.
