The cotton mills set up in wetern parts of India because the western parts of India have large growth of cotton.

AleesaKhan: The reason for this is also that the Traders(Britishers) established their company known as East India company in the western side of India,they mostly traded natural fibres and hence cotton mills were initially established in the Western part of India.
