Why were the FCI granaries overflowing with food grains and how the situation was controlled ?

When India started reaping the benefits of its green revolution, post the seventies, the granaries of Food Corporation of India did not have adequate space to store the entire quantity of food grains produced. Consequently, significant quantities of food grains were allowed to rot. Subsequently, big warehouses were added to the existing ones and the problem was gradually resolved.
