why were the leader intially reluctant to form the states on longuatic lines after independence why did they finally agree to do so

It was because the leaders thought that if India was divided into states it may cause violent and disintegration of India like partition between India and Pakistan..  But they finally agreed to it because they felt making states according to language can make the administration easier and the people belonging to that state will have a unity between them.
