Why were they given the right to vote in 1791 by the constitution of france?

as per the demand of voting right were not taken seriously of the 3rd estate when there was drafting of constitution in France of 1791. they marched out and began to draft their own constitution in the indoor tennis court.

this led to the confusion and instability of power in government so government finally agreed to give them right to vote
but
only those men who could pay the taxes equal to 3 days wage of a labour were accountable to vote and those who couldn't were stated as passive citizens and they were declined from voting
and women were prohibited too.
