Women sans-culottes (those without knee breeches) were not allowed to wear phyrgian cap also or the liberty cap (both mean the same) as at that time men didn't allow women their liberty during the french revolution. Women were still not given the right to vote, equal wages for their work and were also reduced to passive citizens (citizens who are not entitled to vote) by the Constitution of 1791. So we cannot say that women sans-culottes were allowed to wear the red phyrgian cap as it symbolises liberty but women did not have entire freedom or liberty.
