Whales are not considered as Fish because the main function of fishes that they have gills which whales doesn't have, Whales have blow holes though which they inhale or exhale gases.
The second main reason is that they are not in the category of Pisces, as they are in the category of mammals because they don't lay eggs, they directly give birth to young ones.
They have four chambered heart system which and fishes have two chambered heart system.
Whales are warm blooded while fishes are cold blooded, it means the body temperature of fishes changes on changing the environment temperature.
