why will the upper layer if milk comes out why not the bottom layer?

milk consists fats and water both when milk is heated fats and water become separate to each other and Fat comes at the top of milk and water boys below and form vapour enters to comes out but layer of fat is not allowed to comes out so it rise upper part of milk.
