Why would a plant not be able to absorb water, minerals and other nutrients if it doesn't grow, I mean if its root tip is cut off?

as we all know that the roots of a plants are hav8ng such functions of absorbing water , minerals , and different nitrates and if the root cut off from its tip then the plant will be not able to take those things which are very important for a plant due to this a plant stops growing
