Why would B feel uneasy when A called B out of the blue and B refused initially but after considering the situation when B agreed, A refused and said No need to come?

So basically, B regrets not saying "yes" after a while, it might probably be because B thought A might be feeling bad or think negatively about B. The same goes to A, A might have declined because A would've been thinking that B is only obliging to show kindness. In the end, both of them are assuming things about the latter. This is why i don't think its anyone's fault.
