Peggy's intention was not to bully Wanda she just wanted to have fun with her teased her by asking how many cloths did she had. Wanda name was unfamiliar has compared to other people and she wore the same faded blue dress and she says that she have 100 dresses and 60 pairs of shoes. Peggy tried to create excuses that she was not bullying her but Maddie felt guilty because she didn't stopped Peggy from bullying her.
