why Xenon forms compound rather than Helium and neon​

as we move down the periodic table the reactivity of elements increase that's why helium and xenon even after being inert gas show reaction tendency.

in this case xenon have more reaction tendency than helium.

another point to be noted is that xenon is a radioactive substance
