If we go by definition :
When two even or two odd numbers are added, the resulting number is an even number.

4+0 = 4
6+0= 6 
5+3=8
4+6=10

as you can see the resulting number is even, then 0  must be even as 4 and 6 are already even.

Moreover - 0 can be devised by 2
0÷2=0
