Because Zinc is more reactive than Hydrogen.

Hey,
Zinc cannot be reduced using hydrogen as it is less reactive it wont displace Zinc from ZnO. Carbon which is more reactive than Zn can displace Zn from ZnO.
ZnO + C -----> Zn + CO
