This is because the surface area of zinc in a powdered form is increased as compared to surface area in zinc foil.
With more surface area more and more oxygen gas molecule will interact with zinc atom and burning of zinc that is reaction between zinc and oxygen will take place much more easily and faster.
Where as in zinc foil surface area of exposed zinc atoms are small due to which less number of oxygen gas molecules are in interaction with zinc atoms present in the exposed layer which limits the rate of reaction or burning of the zinc foil.
