The rate of evaporation increases with increase in temperature and decrease in humidity.
During a hot, dry day, the hot air passing through the desert cooler makes the water present in it to evaporate faster than a normal day by taking the latent heat of vaporisation from the hot air. This cools the air passing through the desert cooler and cool air comes out of the cooler.
So the desert cooler cools better on a hot dry day.
