This is due to Newton's first law of motion which states that any object continues to be in the state of rest or of uniform motion along a straight line unless an unbalanced force acted upon it.
The passenger falls forward because the bus and the passenger both were in the motion but when brakes applied the legs of the passenger takes the position of rest but the upper body continue to be in the state of motion that's why the passenger will fall forward.
