No because gravitational force G is acting upon it and until an extra force exerted to rise the object is given till then the object will not rise.

An object lying at rest will only come to motion if an external force is applied on it, which was also stated in Newton's law of motion.

Since, applied force is of 9.8 N and we know that Earth gravitational force is also of 9.8 N.

So, we can say that both force will cut each other and thus, object will remain at its position.
