Normal Ketones do not react with Tollens' reagent as they lack reducible hydrogen (directly bonded to carbonyl carbon). In other words, Ketones are very difficult to oxidise and are very weak reducing agents. Also remember that Tollen's reagent is a mild oxidising agent.
