Assuming it is by volume, and the change in volume as something dissolves is not a factor, then:

5% of 50 gallons is 2.5 gallons. so there is 2.5 gal of salt and 47.5 gal of water

2.5 gallons / 8% = 31.25 gallons total. Of that, 2.5 gal is salt and 28.75 gal is water. To check, 0.08 x 31.25 = 2.5 gal.

Difference is 47.5 gal – 28.75 gal = 18.75 gal
