Electrons which are located in outermost shell of an atom are known as valence electrons

Every atom wants to be stable

( completely filled outermost shell) , some of the electrons of outermost shell ( maximum 4 electrons ) of an atom have capability to combine which electrons of other elementes in order to achieve stability by losing or gaining electron

Ex. Na atomic no.11

Electronic configuration 2,8,1 if Na will lose outermost electron then it will achieve stability so 1 electron of outermost shell combine will other elementes like Cl to achieve stability

So Na has 1 valence electron
