From long time Rahul Gandhi faces a lot of criticism to be head of congress only because of his family with pm Narendra Modi gaining more popularity because of his international collaborations with economical and military powerful countries like America, Russia, France etc and raising nation wide issues of ending terrorism, in 2014 swatch bharat abhiyaan, demonetization, ujjwal yojana etc. In public RG couldn't express himself as Nation leader this could be seen popularity index on FB, instagram, Twitter and other public platforms between him and the pm. Loyalty to congress seems to be decreasing in many states such as Mp, up, karnataka etc and struggling to form government by making alliances has been a major key factor. It's not a person being a pm its a party being ruling party at central.RG even lost his Amethi seat last which he was prominent for years saved by being chosen from Wayanad in kerala. So currently I don't think.But it's politics
