Yes it can happen by the Physical and Industrial method.
In physical method, when lightening strikes, the nitrogen is the atmosphere is converted to plant usable form due to high pressure and heat. But this phenomenon is rare, thus one cant depend on it.
In Industrial method, Fertilizers are created by chemical process, and are effective, but when used in a long run, they change the composition of soil and degrade it.
