Explanation:

A fire is an oxidation, a reaction between oxygen and another element that reacts exothermically with it. In the case of most commercial matches it is phosphorus that burns with oxygen. And note that the friction is what initially produces enough heat to start the oxidation (which is exothermic, and so releases enough energy to keep the reaction going until the wood or paper the match is made of begins to burn as well.

As far as I know, there is no other solid or absorbed chemical that will ignite a match in of itself. Part of the problem is that for reactions to go the reactants need to mix, or be subjected to enough energy to start an exothermic reaction. So any chemical absorbed into a sheet of paper is not going to be available to start the phosphorus oxidation in the match without a little friction to heat it up. I think (but do not know for sure, but anything with enough oxidizing power to light the match without friction would likely oxidize the paper you are trying to absorb it into before you get it on the match. You can light a match with concentrated, oxidizing acids like sulfuric or nitric without ever striking the match, but they would also react with the paper itself. I hope this helps.
