transpiration decreases in cloudy days since amount of water is more in atmosphere in comparison to that in plant(leaves)

it increases in windy days because

hawa jab chalti hai toh apne saath water drops (leaves ke uper atmosphere se) apne saath lekar jaati hai, so ultimately leaves le upar atmosphere mein paani kam ho jata hai, so transpiration increases.

hope it helps

Wind and air movement: Increased movement of the air around a plant will result in a higher transpiration rate. ... Soil-moisture availability: When moisture is lacking, plants can begin to senesce (premature ageing, which can result in leaf loss) and transpire less water.
