2.The eldest woman in a household, of age 18 years or above, shall be the head of the household for the purpose of issuance of a ration card.

Only 3 is correct because some organizations are also allowed to use this service not just people below BPL , children are also eligible for this service.

Also, the age of the child does not matter and hence 2nd statement is incorrect and last one is correct.
