it's a true statement that development goals are conflicting that means the ones development means others loss

the development of 1 means not surely the development of the other.......

for eg....●.the doctor wants more patients to earn money but no one wishes to be ill.

..●...a girl may equaly like to have his brother also to do household chores ..which his brother may not like ...

●similarly. .we can take the case of a lawyer ,he would be wanting more cases to be filed but the people don’t wish to go to the courts....
