Instantaneous Velocity- It is also known as simply velocity, is defined as the limit of the average velocity when the time change approaches zero.Example-The velocity of the car is varying, because for example, you're in a traffic jam.
Retardation- Retardation means negative acceleration. A body is said to be retarded if its velocity is decreasing.Example-A car stopping in front of a red light. ( It was going fast, but as soon as the driver saw the red light, he started slowing down)
