if you decrease the pressure ,the freezing point of water will increase ever so slightly.
From 0degree Celsius at 1atm pressure it will increase up to 0.01degree Celsius at 0.006atm. This is the triple point of water. At pressures below this, water will never change directly between solids and gas phase(sublimation).The temperature for this phase change, the sublimationpoint, will decrease as the pressure is further decreased.
