when a current of 1 ampere flows through the conductor across the terminals of whose a potential difference of 1 volt persists the resistance of the conductor is then said to be  1 ohm

If in a conductor  the measure of potential difference is equal to 1 V and the measure electric current is equal to 1A  then it is called 1 ohm resistance.
