CoF6 3- is paramagnetic because presence of unpaired electrons (F does not cause pairing of d6 electrons)

sp3d2 hybridisation

Co(NH3)6 3+ diamagnetic because presence of paired electrons.

d2sp3 hybridisation (NH3 cause pairing of d6 electrons)
