Distraction of attention is when your mind drifts to other things after focusing on 1 thing for a long period of time. Fluctuation is when you can't pay attention or focus on one thing to begin with. Example: Distraction would be if your studying and your sibling comes in, taking your attention away from studying. On the other hand, Fluctuation would be if you were going to start studying but you then focus on the tv or your phone instead.
