3x + 2 = 0 \\ 3x =  - 2 \\ x =   \frac{ - 2}{3}  \\ 3( \frac{4}{9} ) + 5( \frac{ - 2}{3}  ) - 9 =  \frac{4}{3}  -  \frac{10}{3}  - 9 \\  =  \frac{ - 6}{3}  - 9 =  - 2 - 9 =  - 11

remainder is -11
