l had found this in following way

first split the number 28900 into two 289/00 like this way so last digit end with 0 therefore the last digit is 0 next first two digit 289 in 289 last digit is 9 so the second last number end with 3 or 7 so we know that 13 square end with 169 and 17 square end with 289 therefore l concluded that 170 is the answer
