it is parallel lines because by applying the formula
a1 \div a2 = b1 \div b2 = c1  \div c2
in equation
6x-3y+10=0
2x-y+9=0

a1=6, b1=-3, c1=10
a2=2, b2=-1, c2=9

this can be substitute in that formula
6 \div 2 =   - 3 \div  - 1 = 10 \div 9
3=3 not equal to 10/9
