So, Without external load, when exposed to sunlight, the p-n junction is reversed biased.

Net current is 0, when light is not incident on p-n junction solar cell. Net current is 0, since there is a balance between drift and diffusion. The number of electrons and holes are equal between two regions.

When sun light is applied, it causes  depletion region because of imbalance of drift and diffusion. Thus, reverse bias is applied.
